If you want your users to be able to use the DEV parameter to send splfs
to that printer rather than having to use the OUTQ parameter, you can
create a dummy device description. Here is the IBM KB article about
that procedure.

You specified SYSDRVPGM(*HPPJLDRV) on your CRTDEVPRT command so that is
telling the system you want to use PJL.
I've never used the TSPLPRD utility so I can't comment on how to set up
a device description with that program.

shows that that printer can only be configured using LPR. It doesn't
support PJL, SNMP or IPP.
So your can't configure it as a device. It can only be set up as a
remote outq.
