There are all sorts of things to consider. For example, you change a
printer file. You go to promote it to your production system. Does your
CMS tell you if someone ran a CHGPRTF to change something on the
production system? This was a very big thing for us. It used to happen
all the time. Thing on the fly CHGPGM's and what not.

Let's say your developers do not have the authority to create a program on
your production system that adopts the authority of QSECOFR. A CMS will
allow that promotion. You can restrict that, if you want.

There are a host of other reasons. Perhaps one of the CMS vendors has a
whitepaper on why. Hopefully it's more than the Chicken Little "sky is
falling!" cry of Sarbanes Oxley. I get really tired of people using that
(as much as I got tired of the Y2K excuse).
