I am not sure if you are pointing out some apparent errors with PTF ordering & application as combined with install[ation], or about the *ERROR going away. If the latter, then FWiW:

When a product is in error, the CHKPRDOPT is used to diagnose what is in error. After CHKPRDOPT runs without any messages diagnosing what remains "in error" for the product\option, the status [flag that is manifest as *ERROR] in GO LICPGM option-10 is cleared for that product\option. That is by design, since having to re-install as corrective would be problematic for a condition of PTF status issues, since following the reinstall, the PTFs would have to be applied again.
