The suggestion that "all LIC PTFs on the IBM i also require a restart" is _false_. For example, consider the following PTF cover letter, MF47763 - Licensed Internal Code. The text for that PTF suggests quite clearly that "THIS PTF CAN BE APPLIED IMMEDIATE OR DELAYED." Immediate-apply PTFs do not require a restart of the system, however special instructions and activation instructions may suggest subsystem, [application, xx, yy] server, and\or job restart requirements where code\fix changes would otherwise not be visible to existing processes.

you upgrade the libc?
