There is an old tool called convert.exe written by Bruce Guthrie at the US 
Dept of Commerce (i think) and it was a free download back in the 90's along 
with many other file fixing or formatting tools. It is DOS pc based.
I've been running this for almost 20 years for a customer who gets data in, 
beleive it or not, dBase, and has to upload to the i.

CONVERT.EXE: Converts  between  data  formats:   FROM  dBase, 
ASCII-delimited

  (typically commas between fields and quotes around strings), and fixed 
field

  TO Lotus WKS,  ASCII-delimited,  dBase,  and  fixed  field.   Also 
provides

  ability to add and drop fields, giving you the ability to crunch tables.

I googled it and there were many hits.
