Maybe he has some points here. IBM no longer ships systems out at level
10 security. They go out at level 30 by default. Once there, you can no
longer change to level 10.

Maybe if IBM configured systems QCCSID to match country of destination the
customer would at least have to make a choice. And, if they dropped 65535
then the software vendors would have to stop sending out special
instructions to have you change it to that. They'd have to support
multiple. I'm grateful I don't have such vendors.
