look at the pending joblogs with wrkjoblog cmd.
Also, the job description for smtp - QTMSMTPS - you can increase the logging level to get more detail (before you start smtp)

Anybody have any idea why STRTCPSVR *SMTP would fail to start the
QTSMTP* jobs on our new box?

The usual SMTP jobs don't start, but there are no error messages
returned from STRTCPSVR, and nothing in the QSYSOPR message queue.

Is there some configuration item I might have forgotten about?
