That's very unusual. IBM usually preloads the OS, unless you
specifically order the machine without any preload.

I have connected the PC to the T1 port on the system using a Ethernet cable.

Do you have link?

In talking to IBM today, I was told to set the console code to E2 if I
remember correctly. I thought the console code should have be 02 for direct
connect console.

It should 03, for LAN attached console.

See this manual on how to change this:

http://publib.boulder.ibm.com/infocenter/powersys/v3r1m5/index.jsp?topic=/iphbx/functions6521.htm

IBM was having me enter the IP address of what the iSeries will be after I
configure the Ethernet connection, into the TCPIP section of the local area
network properties.

That's incorrect. The IP the IBM i will obtain through BOOTP from your
machine. Configure your PCs IP address to a static address in the same
subnet. Disable all Security and Firewall Software that may interfere
with the BOOTP Server in OpsCon.

Also, read this guide.

Now, what steps have to be completed in order to direct connect the PC as a
locally attached console?

Next time, have the system setup by your BP.
