I am trying to start Cleanup job on my system. but the job responsible for
it QSYSSCD is ending abnormally with the error i mentioned. I tried by
giving a value to QIPLDATTIM but that also did not resolve the problem.

We set up an CL that sets the date and time for us.
Try using a time and see if that lets it run.
