I believe you can "kill -1" the inetd process (which is not as scary as it
sounds), and that should effect a re-read of the .conf file. (This is from
memory though, and from Red Hat, and it's been a long time since I needed to
deal with this, so please verify.)

"kill -HUP <PID of inetd>" is the way I usually do it on linux. This causes inetd to reread inetd.conf without terminating any connections.
