I wonder if it has something to do with me trying to do a cold start as well as a base re-install....

Is subsystem QMQM running? Try a STRSBS and see if that makes the problem go
away. And yes, job queue QMQM should be associated (as part of the install)

I checked the job queue for QMQM and there is no subsystem associated with
it. My question is - is that expected? I think it's getting hung up trying
to start the subsystem, but there's none attached.

So I tried a cold start and a reinstall of the base app but nothing has
resolved the issue...

I tried to call IBM, but for some reason their line has been busy all
day....what's up with that?

Any ideas would be appreciated.
