After your upload, do:

CHGATR OBJ('/path/to/IFS/file.xml') ATR(*CCSID) VALUE(1208)

It would appear that your file is encoded in UTF-8 (which is good) and
when you upload it, you are using binary mode (which is also good). The
problem is that the operating system doesn't KNOW that the data is
UTF-8. You've left it set to the default CCSID of 819 (ISO-8859-1 -- a
flavor of ASCII). You need to tell it that your file is UTF-8.

That's what the CHGATR command above does. It sets the CCSID of the
file to 1208 (which is UTF-8).
