I may have found the answer to at least part of my question. See message text below:

Message ID . . . . . . : CPF2113 Severity . . . . . . . : 40
Message type . . . . . : Diagnostic
Cause . . . . . : Library XYZLIB is currently in use by another job. Recovery . . . : Determine which process has library XYZLIB locked (WRKOBJLCK command) and end that job (ENDJOB command), or wait until it no longer holds the lock on library XYZLIB. All locks on library XYZLIB must be released before you try the request again. Then, do one of the following
and try the request again. -- If the process that holds the lock is QSYSARB, check the system values
QSYSLIBL and QUSRLIBL (DSPSYSVAL command) for the library that is locked. -- If library XYZLIB is in the system value QUSRLIBL, you may remove library XYZLIB from system value QUSRLIBL using the Change System Value command (CHGSYSVAL command). This will remove the lock held by the QSYSARB
process. -- If library XYZLIB is in the system value QSYSLIBL, you may remove library XYZLIB from system value QSYSLIBL using the Change System Value
command (CHGSYSVAL command). After library XYZLIB is removed from the QSYSLIBL system value, do an initial program load (IPL) of the system to
remove the lock held by the QSYSARB process.
So, it turns out that XYZLIB was specified in the QUSRLIBL system value ... :-o

But why are these libraries be "locked" if QLIBLCKLVL is set to 0?
Does anyone else think this sounds like a possible PMR or DCR situation?
