Trigger PGMs may be locked to a job and cannot be replaced at
recompilation. You can check it with WRKOBJLCK *PGM

Back to the OP with some questions:
What exactly do you mean with active PGM in an inactive job?
For what purpose, just curious?

I think it will be using the List Active Jobs API combined with the
Retrieve Call Stack API, as you alredy said.
