The IBM Workload estimator can import PM/400 data that can be "What
if"'d for various hardware. However, not sure if you can get down to
the job would take xxx minutes.

For that you'd want the Batch modeling tool

Another option, Performance Nav from MPG. You can install it as a 30
day trial or perhaps make use of their fixed fee "second Opinion
Service (SOS)"

Yes I know there will be the usual caveats about YMMV and do you truly
need to run all that stuff in a DR situation, and even if the response
time isn't what it was on the production shouldn't you be glad that you
have an HA solution?  But let's get past that and focus on the technical.
