I have also had to order PTFs on CDs due to the slow response time of my Internet connection. To download the cum and group PTFs I wanted would have taken 15+ hours. In talking to the IBM Internet Support Team, I received this reply:

"If you wish to order CDs I would recommend using the following link:
Select the order fixes on media link. This option will check that you have a valid
maintenance agreement in place. Once your order is placed , you should
receive a note within 24 hours that your order has been shipped. _The order is _ _
shipped using the USPS and no tracking is available, at this time._ "

I don't know if this is the same place you ordered your PTFs from, but I have placed my order and hope to receive the PTFs in the mail soon.

IBM website perhaps?? I have an SDF order # and a COERNBR.
