I'm trying to enable an operator profile to be able to use the SAVE menu
to do system backups, but I've run into an apparent authority problem.
The SAVE menu options only appear when the user is QSECOFR. I've tried
adding in all of the special authorities to the user profile, but the
options still don't show up. Any thoughts on what's causing this? The
behavior is the same at both V5R3 and V5R4.
