Embedded in the single quotes like that the variable won't get replaced.
You need:

STRPCCMD PCCMD('"C:\Program Files\Internet Explorer\IEXPLORE.EXE"' |<
&URL)

That's from memory, so syntax might be slightly off. In-string variable
substitution is a PHP thing. :-)

BTW, you're better off not hardcoding the browser or path, use "start "
|< &URL instead (name of the program is "start". That will open the URL
in the default browser. And before you say "we always use IE" remember
that your path will only work if windows is installed to C: and will
open the 64bit version of IE if you're on 64bit windows. Even on 64bit
windows most people run the 32 bit version of IE.
