Performance Tools is a chargeable item to get a text based version of the
free GUI software.

The free GUI software is System i Navigator for Windows. You want to use
the "monitors" in the management central part.

Yes, the i Nav part of System i Access for Windows is free. There are
some parts of System i Access for Windows that need a license (like 5250
emulation, file upload/download) but i Nav is free.
