Let's not forget GROUPs...

I'd imagine that in IBM's mind, anybody wanting to stay current on
PTFs regularly applies the group PTFs, in which cumes aren't adding
much and a year between them is probably ok.

For those, if it ain't broke don't fix it, doing a cume once a year is
probably too much ;)
