If you have an HMC that is correct. The disk will be served up by VIOS
but the Hypervisor will assign the PCI slot of the tape controller
directly to the partition.

If you are trying to not need an HMC, then the only tape that is
supported for passthru to IBM i would be the TS2240 or 5736 SAS drives.

My personal opinion is if you are putting it on the E4A spend the money
on the HMC so you can put 2 VIOS servers and get rid of another single
point of failure.
