Actually, there's been some history in our world of noncompliance. Back
in the S/36 days IBM almost dropped POP (Programmer and Operator
Productivity aid). Sort of like PDM now. Apparently IBM was making very
little sales on it but it was discovered a lot of people had it. A call
went out in the trade rags and stuff for people to pony up the money for
it. And people generally did start complying and gave it new life.
WTH, give it a try and see what happens. Best of luck.
If it causes you more stress than gain worrying about compliance then just
open source it instead of shareware.
