C900 2967 is ptf apply. PTF cume cover letter does say:
Note: During the IPL, system reference code C9002967 could be
displayed for an extended amount of time. This is normal
(assuming the processor light flashes periodically). You may
also notice two power down sequences, with a change in the IPL
side that is displayed.

It is really hard to get IBM to commit to when you waited long enough
versus "an extended amount of time".

I am surprised that IBM hasn't called back. You did make this a "sev 1"
call, right?

Worst case:
- Get the lastest respin of 540 or 545 (depending on what you are using).
