Can't WRKMSGQ via WRKWTR command

We had a good number of msgq become un-viewable using the WRKWTR <writer
name> then "F6 messages".
Message ID . . . . . . : CPF3451
Error: Message . . . . : Messages cannot be displayed.

Messages can be viewed by taking the option WRKMSG <message q name>

If the writer is stopped and started F6 becomes useable again. This did
not affect all printers.

Any ideas would be helpful.
We last IPL'd on 2/21 and our next IPL is scheduled for this Saturday.
