I've never experienced this. I just created an SQL table in QTEMP and the
CPYTOIMPF command worked for me.

For the main question, the CPYTOIMPF is working as designed. Since you are
telling it that you want the quote to be delimited and your large string
starts with a quote, it will qualify it with an additional quote as well as
enclose the entire string in quotes.

As others have suggested you can write the file directly to the IFS since
you are already creating the delimited string.

Your other option is to just leave the file as is in QTEMP and use the
CPYTOIMPF command. I would tend to lean towards this method. With V5R4 they
stick with the standards and it's really easy to use.

as soon as the command is run when it tries to access the table.
