Once you've looked up the correct MFRTYPMDL on IBM's "galactic" (heh) printer database, I'd suggest tunning the following (use your own values for the stuff I put in lowercase)

RTVWSCST DEVTYPE(*TRANSFORM) MFRTYPMDL(*whatever)
SRCFILE(foo/QTXTSRC) SRCMBR(bar)

The output source member will tell you what that particular transform is actually doing. It should be possible to insert code into that source that will control how the translation takes place (I don't remember the specifics, though, unfortunately -- you'll have to look it up in the manual). But you should be able to insert something that transforms to whatever character you want...

Alternately, you could try sending the actual caret symbol ^ from the '400 instead of sending the "logical not". Although that character doesn't exist on a 5250 keyboard, it DOES exist in EBCDIC, and you should be able to use it. (You may have to copy/paste the character from a PC program since the emulator might have it mapped to a diff key)
