The stored proc would be called by a Coldfusion server via JDBC, which
would extract the PDF for display to the user.

I don't want to expose the UNC to the file. A web service might work,
but the rest of the interface between CF and the i is via stored
procs. It be nice not to have to add anything new.

Return it to what? Databases are good for, um, data, file systems for,
um, files. Can you return either a UNC path to the file
(\\server\share\folder\file.pdf) or use a web service where you can
stream the results directly to the client?
