My clients don't support competing organizations, so they don't require separate LPARs or even subsystems on a per-location basis.

We do use two different job queues... qbatch for single threaded operations, and qusrnomax for longer, lower priority, independent jobs like long running queries.

On systems where we encounter issues with too many jobs submitted to qusrwrk, we usually alter the number of jobs allowed to run at the same time in qbatch based on jobq priority and change the job descriptions used to set the priorities.
