If you're talking about sub-procedures inside the main program I can
see your point.

But in the OP's case, his procedures are in separate modules called by
many other modules.

Thus, there's really no difference in how the procedure needed to be written.

Bound by copy or bound by reference, the procedure doesn't know
how/who is going to end up using it.
