It's true as far as it goes. The default behaviour is for new stream files to inherit *PUBLIC authority from the parent directory. However, various commands override that behaviour with apparent inconsistency. Also there is a mask that can be set for the job that will change the default behaviour.

CPYTOIMPF sets *PUBLIC to *NONE so you'll have to set to what you want after the copy operation completes.

Some time ago I did find an IBM document that described the authorities SET by the various commands that create stream files but I can't locate it now.
