Paste the results of
WRKLNK '/mySubDir/myfile.txt', Option 9=Work with authority.
It should look something like:
Data --Object Authorities--
User Authority Exist Mgt Alter Ref

*PUBLIC *RX

and

Data -------------Data Authorities-------------
User Authority Objopr Read Add Update Delete Execute

*PUBLIC *RX X X X

You may have to use F11 to toggle through these.

With that setup they can
dspf '/fixes/cume/ftpcume.txt'
but not
edtf '/fixes/cume/ftpcume.txt'

And I discovered this month that the IFS and authorization lists is a
little strange. Authorization lists work fine for WRKLNK, EDTF and other
items that may create a file. Meaning, that they will adopt the
authorization list of the directory they were created in. However a new
directory created via ftp will not adopt the authorization list of the
directory it was created in.

The workaround was Primary Group Profiles.
