When does the system actually shut down on its own accord

When it runs out of space. Not when it's "almost out", or
"nearly out",
or "damn close to out", but out.

and why didn't this system shut down?

It wasn't "out" of space.

This is a bit scary to me. So I ask the n00bie question: "What do you do
then?" I assume that there is some special form of IPL that can be done
so that some objects can be deleted. Akin to booting Linux in "single
user mode" aka "maintenance mode".
