Subject: load source disk(1) space

I have a question over the load source disk , i've not been able to find any
info on - ours is currently running at 99.3% - it is mirrored and I wanted
to know if it is possbile to clear space from it under V4R3 - I have seen
the options in later releases to end allocation & balance the data off , but
won't moving data off the load source cause problems at IPL time? also is
just the LIC present on this disk or does the OS reside here as well.
