When we talk about writing to the IFS we could be referring to either
going from the i, or going to the i.
For example, an i based program could write to /QNTC and that may write to
a Windows share on your network and not touch the disk on the i.  While a
PC based program could write to a share that stored in the stream file
portion of your i, or the PC based program could use ODBC or JDBC to write
to a DB2 file on your i.  All three (i and PC) are writing to the IFS.

Don't just "see" Scott's work.  Read the tutorial and actually write some
of your own based on it.  Then search the internet for his samples on
using RPGLE to write directly to Excel spreadsheets..  That, my friend,
will be very popular with your users.
