We suspect that only about 20% of the cookies being created will be
used by an i5 application but since we have no way to tell what the
user is going to do we need to create that cookie no matter what.

IOW, user loads page, IF user click "Do this special thing" link then
you go to the i5 and you need the cookie, but if user does anything else
you don't need the cookie. Since you don't know if the user will click
the link you figure you need this cookie all the time. Do I have it
right? If so... Just make an Ajax callback at the time the link is
clicked to get the encrypted value and then pass it along in the link.
You don't need to generate the encrypted value unless they take this
action.

Alternatively, you're talking about 7000 people. If each one
starts/stops IE 10 times a take it's only 70K rows, it's not a lot.
