If you're talking a true SQL procedure, then you're out of luck. You cannot
pass an array of arguments to SP. If this is a character array, you MIGHT
be able to simulate it by passing in a very long char or varchar argument,
separated by commas or something.
As for an array output... I think that's possible, if you return a result
set. Or you could make your SP argument into an IN/OUT variable.
Of course, using an HLL like Cobol to parse the input/output argument would
be easier than using SQL.

In any case, SP doesn't sound like the right tool for this type or
request... perhaps you can restructure the task differently?
