I'm tried running this as QSECOFR, this isn't an authority issue. I've already tried deleting and re-creating the image catalog.

Any other ideas?

Do you have write permissions to the folder that the image catalog uses?
Did someone delete the folder on you? If the image catalog is empty,
delete it and start from scratch, just in case it is corrupted.
