DSPDEVD DEVD(YOURPRINTER)
On the second screen you will see the label Host Print Transform. If you press F11 you will see the keywords and TRANSFORM is the keyword for Host Print Transform.
After reading the follow up posts I don't think this is the problem, since you can already print the overlay in portrait.
I had a similar problem were the spool file would just sit in PND status.
I had to change my device to be TRANSFROM(*YES) and then select the printer model I was using in the MFRTYPMDL parameter.

When you print to the AFP printer you created on your pc is their an option to select portrait or landscape under 'Advanced Properties'?
