I think you're misinterpreting. Base TCP (in the OS) supplies TFTP but you still have to start it. Don't think the default is AUTOSTART (*YES). You only get proper FTP (server and client) if you install TC1.

System supplies TFTP in base because it's needed for Network Station support. The default behaviour is to only allow download from the default directory for IBM Network Station so it's secure.
