The only thing with this setting means that anyone on the group helpdesk can
edit the files that implementer uses. Which isn't good from an audit point
of view.

I think I am missing something simple, so I going to contact support.

MWIPROD needs authority to everything that it has to move.

If you set it up with Password *NONE & QSECOFR authority, nobody can
sign on with the profile.

Now, auditors still may not like this, but MWIPROD certainly needs
sufficient authority to promote.
