There are API's to do this.

2 - Odd, I would consider QCMD an "api" however it's totally undocumented
in Infocenter.
DSPPGM on it does reveal this:
Number of parameters . . . . . . . . . . . . . . : 0
There might be some hidden obsure ini file or some such thing, but I
wouldn't hold your breath.
