Several months back we upgraded from a V4Rsomething machine to a new machine
and bringing it up to V5R4. I don't know how the move took place. My best
guess is that it happened in that process.

What have you done lately to the machine? OS and/or hardware upgrade?
PTFs? Something had to have changed.

Methinks IBM needs a call. On my V5R4 machine I see TCPL0300 listed in
WRKREGINF. If you don't see it, something is awry. :)

Look in the job logs under user QTCP with job names QTFTP*. That
probably will lend some clues.
