DYNAMIC SCROLL is a synonym for SENSITIVE DYNAMIC SCROLL

I changed it to:

DECLARE C1 INSENSITIVE SCROLL CURSOR FOR S1

And it's fixed. Wow.. that's weird. Did IBM break something or was it
something I just didn't find that was in the bowels of the docs...lol.

I have found many times where SQL from one release to another will suddenly
'enforce' rules it did not enforce in prior releases.
V5R3 changed DYNAMIC SCROLL to mean DYNAMIC SENSITIVE SCROLL, and the UNION
is not happy about the implied SENSITIVE bit...

We found a few similar problems when we moved to V6R1, mostly related to
changes in JOIN syntax (or enforcement of JOIN syntax to be more precise)...
