Heh. The message is true: a field with one decimal position cannot
express the value 0.99. It is arguably unhelpful of the system to
complain about this when the statement does not even try to test for
equality, but the message could someday save somebody (not faultless
folk like you or me, of course!) from the error of testing the wrong
field. I suggest that you rewrite the test as
case when yrsservc > 0.9
or
case when yrsservc >= 1
