How does IBM define "Named Users" in the context of their development tools
licensing? I've seen it described as a " user who is capable of executing
the program". What is the definition of "capable of executing"?


Is each userid considered a named user? We have a development machine
separate from our production machine. When we are going through user
testing, we will create userids for the testers. Do these count as a named
user". They have access/authority they just don't have command line. And
of course, they probably don't know how to do a compile.

We have separate ids for our network guys and the operators. They are
"capable of executing the program", they just don't know how.
