I had "thought" QSR was for the Save/Restore feature 22 in xxxxSS1.
There is a QSR product lib as well (V5R4) and a /QSR directory in root.
What you found is interesting.

Subject: Save/restore at V6R1

Brand new, from scratch, i lpar. Started at V6R1.
WRKLNK '/tmp/*'
after a full system save (done with commands, not option 21), shows a
directory called QSR. In there is
Object link Type
FR STMF
FR.OLD STMF
HL STMF

FR is intensely detailed. Crud like IO REQ and other "gibberish"

HL shows stuff like:
- related stuff saved with SAVSYS, for instance, one SAV command saving
stuff out of QSYS.LIB and other directories at the same time.
- all your CPC3701 messages - 231 objects saved from library ...
- CPC9410 - 16 document library objects saved.
- SAV DEV((''/QSYS.LIB/TAP06.DEVD'')) OBJ(('/*'
*INCLUDE)('/QFPNWSSTG/HQLINUX18/ ...
Successful 38345, unsuccessful 0. Excluded - OBJ OMIT 2, PATTERN OMIT 0,
CHGP...
