"I found a couple different possible causes for the
B2006006 error - both dealing with memory. One is that
the available memory is fragmented and there is not enough
contiguous memory to boot the partition. This can be
caused when memory is removed from running partitions to
try and free up enough space to activate a partition.
Yould could try ending a running partition and then try
starting your new partition to see if it is able to start
and then restart the partition you ended.

The other cause I found was that the server's hypervisor
code ran out of storage. If this is the case then you
most likely need to bring down all partitions and reIPL
the server.
