The machine will IPL without a console.

It does not require a console unless you are attempting a "manual"
IPL.

You should NOT leave the system in manual in
my opinion.

Check your system options:

(1) Auto IPL after power failure QPWRRSTIPL
(2) IPL action with console problem QSCPFCONS
