Maybe a passive vs. active mode issue, but that would require a
firewall inbetween.

Don't guess - measure. Run a network trace on the Windows side using
Network Monitor or Wireshark, and a Communications Trace on the IBM i
side using STRCMNTRC. This way you should be able to see if you have
an application or a network issue.
