The definition of a web app is actually very simple: a web application is an application accessed via a browser. The World Wide Web and the browser are inextricably linked technologies - the browser enabled the Web. The Internet, however, was around long before the Web and the browser. Internet-connected applications which work without a browser abound, and are not web applications.

5250 over TCP/IP? Not a web app.
Thick client running on a PC without a browser? Not a web app.

Thus, if it runs in the iPhone browser, it's a web app. If it runs on the iPhone without a browser, it's not a web app.
